    Questions: if Puerto Rico becomes the 51st state before 2020, and gets 7 Electoral College votes, at whose expense would they be?
    Is the House 438 fixed, or is the 538 fixed (given that the Senate would increase by 2)?
    Is there any likelihood of a simultaneous adjustment of DC's status?
