What the URC recommendations provide for is the creation of a new class of delegates. And I say that because there are two qualities that make superdelegates super. <br />1) They are automatic delegates (those slots are guaranteed).<br />2) They are unpledged and align with any candidate of their choosing. <br /><br />The new classification would be a group of delegates who satisfies the first criterion but not the second. Rather than being unpledged, these delegates would be bound based on either the statewide results or the national results to all of the primaries and caucuses. <br /><br />If one uses the criteria above to characterize superdelegates, then the recommendations reduces their number and role. The number of automatic delegates will stay about the same, but the number of unpledged delegates will be pretty significantly scaled back.
